Tay Keong TanTay Keong Tan is the Chief Learning Officer and Director of Integrity Education of Tiri. He works closely with a team of five staff members in managing the Public Integrity Education Network (PIEN), which has some 200 academic members from 170 universities in 55 countries. He is also responsible to knowledge management and action learning within Tiri.

Tay Keong has served as a governance consultant, executive trainer, and evaluator for numerous international projects in Afghanistan, Bangladesh, Bhutan, Cambodia, India, Indonesia, Kenya, Israel, Laos, Singapore, Sri Lanka, Thailand, and the United States. He headed the Singapore International Foundation, a volunteer organization active in 30+ countries. Tay Keong also served as Chief of Staff and Special Assistant to the Under-Secretary-General of the Office of Internal Oversight Services at the United Nations, where he managed the UN’s first-ever anti-corruption campaign. In his native country, Singapore, he was Assistant Superintendent of Police and served in the Singapore Prisons Department.

Dr. Tan has a doctorate in Public Policy from Harvard University’s Graduate School of Arts and Sciences and a Master’s degree in Public Policy from the Harvard Kennedy School. For five years, he taught ethics, strategic management, organizational and political analysis, and policy analysis at the Lee Kuan Yew School of Public Policy at the National University of Singapore, his alma mater. Dr. Tan is Singaporean, and speaks English and Chinese fluently.

Tay Keong joined Tiri in December 2009 as the Chief Learning Officer and Director of Integrity Education.
